Q. I forgot my password. How can I reset it?
A. Click on I forgot my password. After entering your User ID, you can select to have the password reset via Email or by answering ‘Secret Questions’.

Q. I tried my password too many times. Now the system has locked me out and directed me to contact the system Administer to have it reset.

Q. I tried to reset my password but I can not answer the 'Secret questions' and I am not receiving email notification from the Office of Information Technology Services (ITS).

Electronic Filing Registration Instructions


Purpose

This page describes how to electronically file (E-File) in an Existing Permit Application and create a New Permit Application with the Office of Renewable Energy Siting (ORES) using our Permit Application Portal. Additional information is provide below to help in this process.
Prerequisite Process


Step 1 - Create a user account

You must obtain a My.NY.gov ID user account by using the registration page
If you already have a My.NY.gov ID, proceed to Steps 2 & 3 below.
Step 2 - Register with Permit Application information

Once you have completed Step 1 above and have your My.NY.gov ID,
Navigate to Sign In Page and Sign In with your My.NY.gov ID information.
Complete Permit Application Registration form.
Step 3 - Request E-Filer Rights

Once you have your My.NY.gov ID, complete the contact form on the Request To Be An E-Filer page.
Finish - Wait for e-mail confirmation

After review of your contact information, ORES will send you an e-mail approving your registration.

Permit Application Help - Filing Documents with the Office



Why you must file

The Office of Renewable Energy Siting (ORES) or the Office requires filing of all documents before their respective bodies.

How to file with the Office
Filings must consist of:

  1. A filing letter addressed to the Office
  2. The document(s) to be filed in the Office's Permit Application Portal.

Electronic filing through Permit Application Portal is the preferred method for submitting documents. Additional requirements exist for filing confidential documents (See “Filing Confidential Documents” below).

You may mail a filing letter and the documents to the Office at the addresses below. (See “Contacting the Office”).

Unless designated as confidential, all filings received by the Office will be deemed to be public and will be posted to the Permit Application Portal. Guidlines for Filing Confidential Documents are below.


Guidelines for Filing Documents
  1. Format
    • Documents must be formatted for an 8-1/2” by 11” page, with one inch margins on all four sides.
    • Documents must have a font size no smaller than 11-point, with 1.5 line spacing. Footnotes and lengthy quotations may be single-spaced.
  2. Requirements
    • The filing letter must include:
        • the caption for the proceeding and Permit Application number
        • the title of the document;
        • the name, address, e-mail address and telephone number of the party submitting it or the party’s representative.
    • All submissions must be filed no later than 4:30 PM on the due date. Documents filed after 4:30 PM will be dated and processed on the next business day.
    • Official verified documents may be submitted electronically as long as a verification statement is provided with the filing.
    • Copyrighted material must be identified as such and will not be posted without the written consent of the Copyright owner.
  3. Technical Requirements
    • Electronic submissions must be no larger than 25 MB. If the filing is larger, it must be submitted in separate documents no larger than 25 MB.
    • Electronic files must not be zipped or password protected.
    • Electronic documents must be in a text-searchable PDF format, this is an universally-recognized format that enable documents to be opened and searched.
    • Electronic documents that contain hyperlinks must have the links disabled.
    • Graphics may be included in an electronic document; however, maps, diagrams, charts, schematics, and drawings may be submitted either as an electronic document or separately on a CD or DVD as a PDF document, or in hard copy.
    • Guidelines for submitting maps as PDFs:
      • Maximum document size is ANSI E sized paper (34 x 44 inches);
      • Embed all fonts in the PDF document;
      • The original map document is intended to be printed on a maximum ANSI E sized paper (34 x 44 inches);
      • The digital map must be saved or exported to PDF.
    Guidelines for Filing Confidential Documents
    When filing confidential documents with the Office, each filing should include:
    1. A filing letter addressed to the Office.
    2. A redacted copy of the document.
    3. A filing letter addressed to the Administrative Law Judge (ALJ) or the Office, which sets forth the basis for the request for confidentiality.
    4. A copy of the confidential document.

    The first three documents will be filed publicly on the Permit Application Portal. The confidential document will be retained as confidential. For every confidential document submitted, a redacted copy must also be submitted.The four documents should be uploaded and submitted directly into the Permit Application Portal.

    Please be advised that blanket redacted documents (completely or substantially blacked-out documents) filed with the Office are not acceptable. Only those portions of the document for which confidentiality has been sought may be redacted.

    When an Administrative Law Judge (ALJ) is presiding over a proceeding, confidential documents should be filed with the ALJ. If a Protective Order in a Permit Application has been issued, the Protective Order governs the treatment of confidential documents and such documents should only be sent in accordance with the provisions of that Protective Order.

    NOTE:  Comments from the general public, including letters and e-mails, whether or not specifically solicited through a formal notice, are filed under the “Public Comments” tab on ORES Public Permit Application Portal.  The “comments” referred to here are typically longer, formal documents filed by parties under a “notice and comment” process that may be used instead of or in addition to evidentiary hearings.

    NOTE 1:  Cover letters accompanying filed documents are filed with the accompanying document. One exception to the general rule of filing cover letters with their accompanying document is that, in the permit application of a new filing that serves to begin a formal permit application.
    NOTE 2:  Communications from an ALJ or the Office that establishes requirements such as scheduling milestones or documents to be filed are “Rulings” and filed as such, even if they take the form of informal correspondence. ALJs and the Office will endeavor to identify such documents as rulings.
    NOTE 3:  Motions or briefs or responses or replies to same submitted by active parties in the form of letters are classified as motions or briefs; authors of such letters should clearly identify their character in the subject line or first sentence of the letter.
